Hi !

Normaly, every cashier, should veryfy The Signature of the owner!

But most of them, not do!

What visa have for option, if someone already pay, and then the cashier find out signature did not match another card owner stolen or what ever?

Did visa give him the possibility to chancel the transaction,at this point or not?

It's a cost of doing business, and will somehow be charged to the customer. It's no different than a shop not showing VAT on your bill, but you're still getting charged for it!

If I understood you correctly any fraudulent transaction on a lost/stolen card must be taken up directly with the issuer of your Visa card - not the retail outlet

If the cashier suspects fraud, he/she ought to reverse the transaction at minimum and hold the card. Best case, they would call the police and report to the credit card company. Not sure this much effort would be expended in Thailand.

After the fact, you should raise a fraud complaint with credit card company as soon as possible after you find out.

Your circumstance is not clear to me and I'm curious. What happened? Wife/GF buy something with your card and after you found out, you disagreed about it? Or did someone else get your card and use it?
