I came across this picture on the inernet. I labeled it as someplace in Issan but I do not have any other information. Can anybody tell me where it is or what it is? I think it is beautiful

Yep. Looks there is a Srangrueng temple on the premises. Here is a wide angle panorama view. The structure I was asking about is on the rural side of things.
