Nitirat academics yesterday proposed three, pre-1947 coup constitutions to be used as templates for a new, improved charter.

BANGKOK: -- Worajet Pakeerat, Thapanan Nipitthakul and Piyabutr Saengkanokkul praised the three charters during a public discussion at Thammasat University to mark the second anniversary of their group and the sixth anniversary of the 2006 military coup.

Worajet said the three constitutions written before November 8, 1947 had set the relations between the monarchy and politics in line with international standards but such appropriateness was destroyed by the 1947 coup.

Following the 1947 coup, the new charter established the Privy Council to represent the king and gave veto power to the king, and these conditions were inherited by later constitutions, he said.

The country would not realise real reconciliation without reforms to the monarchy, Privy Council, political organisations, courts, independent organisations and the armed forces, he said.

The government and the public should allow the Nitirat group to hold public hearings on charter amendments to let the people decide which form of the charter should be the best for the country, he said.

Although the Yingluck Shinawatra government took power via an election, it dared not push for real reform and allowed the "unjustified" power to prevail, he said.

At the end of the seminar, the Nitirat scholars also discussed the final report of the Truth for Reconciliation Commission of Thailand.

They questioned the report on grounds that the TRCT was set up by a government that was the product of the 2006 coup, so its study was unreliable.

Having politicians draw up the changes to suit their own ideals and then trying to pass it off through the courts, without the public having their say, kinda sux! Especially when you see the backgrounds of those politicians. The push to change the power to the Privy Council and the Monarchy's right of veto is high on the agenda, to allow the puppet master back scott free to pillage at will, the Thai coffers yet again.

They questioned the report on grounds that the TRCT was set up by a government that was the product of the 2006 coup, so its study was unreliable.

Aren't all Thai governments over the last 80 years products of one coup or another? Would the statement also imply that the current government is a product of the 2006 coup?

LOL.... I was going to say Boy Scouts... but even they could fall into one of those categories....

In a culture that changes constitutions nearly as often as they change governments. It could be said that what need to change is the level of respect given to the law. The constant changing of goal posts to fill different pockets is keeping progress at bay.

Any time I see some thing put forward by academics I shudder. They live in a ideological world. Many of them can not even agree between themselves on the time of day using the same watch.

Why not get screwed by the best?

The short-lived 1946 constitution put forward by Pridi Banomgyong was the first to provide for elections for both upper and lower houses which is I suppose why the Nittirat Group claims to like it, although what actually happened under the pre-1947 coup constitutions was far from democratic. It was more of a power struggle between the royalists and the military in those days but now there are a few more players.

It's not a new constitution that this country badly needs - it's just ethics & honesty.

I'm not against academics having their say but this lot are nothing but another branch of PTP & they fail on both above counts.

Nitirat group are talking about the pre 1947 constitutions and given the political climate and the LM laws and their active and vocal defenders, it's quite brave of them to raise the subject in such a forthright manner.

The Other Paper also had yesterday a rather brave opinion piece.

There might be straws of change in the wind, because I think a few years ago this subject could not be raised in this manner.

Our voluble forum "experts" might consider that there could be a bit more to this than reform of the boy scouts and the red cross............

Pre-1947. those were the days when everybody knew his place in society and wouldn't even dare to dream about changes. At least in Thailand that is.

No, i don't say that all of these organizations don't need reform, but Thailand is stuck between the status quo and change, and to move causes enormous machinations.

People are sold the idea of thainess, king, country and all the rest and more and more it becomes less and less relevant day by day.

Real issues are hitting the people every day, and the old way has no solution, so, inevitably they chase someone apparently with an answer, but he isn't going to be the right guy either. There is so much people need to learn before they can change this culture without it tearing itself apart.
