All foreigners crossing from Nakhon into Laos are able to get a LAO on arrival visa but NOT visa verca

In order to cross from Laos into Thailand a Visa must have been issued in your passport.

Mukdahan does issue visa on arrival in Thailand (bridge 2)

NongKhai does issue visa on arrival in Thailand (bridge 1)

They may not issue visa on arrival, but can you get a 15 day visa waiver stamp?

Yes, visa exempt entry is available at all border check-points. Only Visa on Arrival is limited to certain border crossings.

But if someone is eligible for VOA they are not likely to be eligible for visa exempt entry.
