My husband is working in England on 10 month fixed term contract with salary of 27000 pounds per annum.

My question: would we get a UK spouse visa if we apply or better to wait until he have a permanent job?

Income from a fixed term contract can be used to meet the financial requirement, but your husband will need to have been earning at least £18,600 p.a. for at least the 6 months prior to your application; unless either of you have unearned income or sufficient sdavings to reduce the required earned income.

Plus, he will also need to meet this requirement after you have been in the UK for 30 months and apply for a further 30 months and again at the end of that second period when you apply for ILR. Although for these two applications if you have a job your wages will count as well.

Thanks 7by7, my husband is not sure his contract would go on after the 10 months. Would this be a problem ?

Is it possible our spouse visa refused because clearly he would not be able to meet the financial requiremnts after the 10 months?

As long as he meets the financial requirement when you apply, that is fine.

However, after 30 months living in the UK you will need to apply to extend your stay for another 30 months and at the end of that second period apply to remain indefinitely.

At both of these application stages you will need to show that the financial requirement is met; though if you are working then your income will also be taken into account.
