I want to buy a mobile phone for my son (10 yo).

I want the phone to have "parental controls", i.e. it should only be able to call preset numbers and it only receive calls from preset numbers.

Settings accessible through a login system.

Has anyone heard about such a product?

I haven't seen anything like this is Thailand. Although I have seen them in the west. If you have a Thai wife, you could have her call some of the providers such as DTAC, TRUE, ect., and have her ask if they could set up some restrictions on a sim card.

My ex wife sent my kids mobile phones, they have been sitting in my drawer for 2 years now. Can't see any reason a child needs a mobile phone, they will just play games and text friends in class. Good luck with the restrictions, also kids cop more flack for non trendy brands than none at all.
