My brother is going to enrol in Ramkhamhaeng university on a bachelor degree 4 year program so he will get ed visa sponsored by the university. What I was wanting to know whether is it possible for me to employ him in my company and get him a work permit as well?

Not on an ED-visa. He can study on any kind of visa, so if he want to work he should obtain a non-B visa with company papers.

If it was possible do you have enough staff as required for the work permit for him?

Most Local Labour Departments will apply similar criteriae to Immigration as regards Thai staffing numbers when considering Work Permit Applications, they do sometimes make exceptions with start up companies..

In the past when I worked at some schools we would have a teacher who had a Education visa and was studying at one of the major universities. He didn't have a work permit, but the agency liked him and he had many complements from the Thai teaching staff.

The key word in your post is "AGENCY". Did you work for the agency and did you havec a work permit? Many agency will hire anyone that can even bapely speak English and provide them to schools that they have contracts with as "fully qualified" They have no intention of ever getting the proper documents and the government seems to ignore their practices.
