No New Non-B To Foreigners?

Greetings!

Few of my friends who are in Bangkok presently told me that Thai Embassy has stopped issuing new Non-Immigrant Type B (non-B) visa to foreigners who are on a Tourist Visa. Can anyone please confirm this whether Embassy has really stopped issuing non-B visa visa? Or this is only a temporary issue and they are soon going to re-start granting non-B.

There is no Thai embassy in Bangkok, you must mean immigraton in Bangkok.

I have seen no reports about Bangkok immigration no longer converting from a tourist visa to a non-B visa. But is has always been difficult to do, as you must have all the paperwork in order in just a few days in order to apply for the conversion.
