does anyone know of a ipad app, or a windows 7 app which can convert hand written Thai text into PC usable characters (in Thai )

I rather doubt such an application exists. OCR of printed Thai text remains pretty poor; how with the current state of technology, a computer could interpret the wide range of scrawls that Thai people write, I just don't know.

It wouldn't have to recognize the scrawls of everyone, just the owner of the device. You may have to copy sample sentences to train the software, but I don't see why it couldn't be done. Searching google on "handwriting recognition software" thai results in over 50,000 hits. Though how many of those hits are relevant, I have no idea.

I think I probably misunderstood the OP's requirement. I'd interpreted "convert handwritten Thai text" as meaning OCR, rather than the more feasible handwriting recognition.
