I used my Sygic GPS and I see it takes me through Chiang Sean to go to chiang Khong at a driving time of 2.43 min .

What is the fastest way and driving times is it this direction or is there a better way?

The short answer is Yes. You could go via the Southern route but it would not be any quicker. The road from Mae Chan to Chieng Saen has been improved a lot recently so that is the best route to Chiang Khong.
