Can a Chinese who holds a P.R.China passport apply for Non-immigrant ED visa in Laos? It will be highly appreciated if anyone can answer. Many thanks.

If you are holding a Chinese passport you will not get a visa in Laos. You must return home to get it.

I don't understand the Chinese with PR part of your post. If you are Chinese from another country other than China you might be able to get the visa.
