Public, private reps map up steps to ensure transparent procurement process

BANGKOK: -- A so-called integrity pact will be created as part of joint public-private efforts to prevent bribery in the government procurement process.

Finance Minister Kittiratt Na-Ranong said yesterday that the Comptroller-General's Department and representatives from state and private agencies and the National Anti-Corruption Commission yesterday agreed on the plan. State agencies and contractors would sign the pact to ensure that the procurement process is undertaken transparently. Outsiders will witness the signing.

The Finance Ministry called the meeting in response to mounting concern by many parties about possible corruption in connection to the government's plan to spend more than Bt2 trillion on infrastructure projects. Kittiratt himself, who is also a deputy prime minister, is chairman of the Anti-Corruption Cooperation Committee.

On Thursday, Transport Minister Chadchart Sittipunt said he supported the proposal that those involved in state construction projects be required to sign an "agreement of virtue" promising not to accept or offer bribes, in a bid to push forward the government's Bt2.27-trillion infrastructure investment plan. Chadchart was the first to say that all projects undertaken by units under his ministry would be subject to the integrity pact.

Among the pilot projects proposed under the anti-graft campaign would be the Bt13-billion procurement of 3,183 buses for the Bangkok Mass Transit Authority, the second-phase construction project for Suvarnabhumi Airport worth Bt50 billion to Bt60 billion, and motorway expansion, the transport minister said.

Collaboration

Kittiratt said: "Collaboration between the state and private sectors marks an important step in preventing corruption." He added that the Finance Ministry would propose this pact for Cabinet's consideration.

He said the fight against corruption should be on the national agenda with the private sector invited to participate in this mission. He added that the anti-graft campaign should not be confined to mega-projects but should also be aimed at small projects in the provinces.

​I was wondering if those heavily involved in state construction projects would have the time or even inclination to take their hand out from "under the table" long enough to sign such an agreement of virtue, let alone abide by it ??

Now the rhetoric is out of the way, what's needed is a complete reversal of the usual amoral, corrupt behaviour and a truly honest desire to conduct business in a way that really benefits Thailand and her people.

This is Yingluk and PTP's version of STOP CORRUPTION. It is much more pleasant to all concerned than independent anti-corruption agencies catching the corrupt and locking them in jail for many years. Who knows where that might lead?

To rephrase this BS, 'we are going to have to be a tad bit more discret in our plundering of the national treasury' .

Form new companies to bid, add a oversight committee, (another little off the top ), but we cann add another 5% to the upfront payment, and we can deligate the RTP to monitor, while the Finance Ministry will oversee the disbursiment of the spoils/public funds.

Only in Thailand would the govt. make a statement that they are going to make a pact to quit taking bribes.. Which of course mean that until they take this oath/pact, they're are admitting they've been ripping off the govt. coffers left and right. I don't hear anyone saying, that if you get caught taking bribes, you will be thrown out of office and sent to jail.. coffee1.gif

You guys obviously have no idea of the depth of anti corruption policy acknowledged and in place by major corporates, and, other companies. Big thing these days, as companies develop more global exposure, incentives, especially where government contacts are concerned, will become a thing of the past. Check it out, the good ol' US of A is leading the charge with over a billion dollars already levied in fines!! As an employee one cannot risk attracting a major fine for employers!!

But we do have an idea of the shallowness of the PTP facade. Only one really big corruption penalty has ever been levied inThailand, and PTP's policy is to reverse that action.

You have to give the PT credit for setting up the committee.

How ever I really really really have a problem with a committee chaired by a man who openly claims it is OK to lie.

Pretty shaky thing this integrity thing is coming out of the same mouth that claims it is OK to lie to the public so that they can feel good.

STOP investigating CORRUPTION indeed.

PHUKET: -- The investigation by the Public sector Anti-Corruption Commission (PACC) into allegedly illegally issued land titles covering more than 500 rai of land in Phuket has silently been dropped.

The PACC, set up specifically to fight corruption among government officials, quietly dropped the probe into hundreds of Phuket land titles just days after Col Dusadee Arayawuth, who had initiated the investigation, was transferred to the Ministry of Justice on October 1 last year, the Phuket Gazette recently discovered.

If they don't investigate corruption they can claim it has dropped, "look less cases of corruption under PTP!"
