Abhisit, Suthep violated resolution on police construction: DSI

BANGKOK: -- There is solid evidence that Abhisit Vejjajiva and Suthep Thaugsuban violated a Cabinet resolution on the project to construct new police station buildings, said the Department of Special Investigation (DSI) Wednesday.

The project has become mired in scandal because to date, not a single building has been completed since the construction contract was signed in 2011.

DSI chief Tharit Pengdit said thenprime minister Abhisit and his deputy Suthep appeared to have violated the Cabinet resolution that required the project to be divided by zone and offered to the successful bidders for each zone.

Instead, just one bidder was selected, PCC Development and Construction Co Ltd.

"We are preparing to forward our investigation report to the National AntiCorruption Commission next week," Tharit said Wednesday at a press conference.

Tharit said PCC also appeared to have duped several of its subcontractors, who took on construction work for the project without knowing that the government had not sanctioned the subcontracting.

What I read was that the Royal Thai Police had the last say on this matter. Also why did no-one including the DSI do anything earlier, surely it must have been spotted a long time ago that nothing was happening. Oh I forgot there is an election in Bangkok soon, and Tarit fearing for his job is on the phone in the picture to his friend in Dubai.

The hypocrisy of DSI Boss Tarit insisting that other people comply with the law and testify when scheduled, such as his ordering others to testify in the police station construction investigation, was highlighted yesterday when the House Committee on Politics, Communication and Public Participation threatened to take legal action against DSI Boss Tarit for his failure to testify before them as scheduled.

Tarit said he was "too busy" to attend the parliamentary committee in which he was to provide an update on the DSI's investigation into the "Men in Black" that are linked to the street violence of 2010.

So is 'reconciliation' no longer the top priority, or is it just that the government & Big-Boss don't want to see the truth about the Black-Shirts, set out for all to see, because of who would be culpable ?

Somehow I think that, if former-PM Abhisit or former-DPM Suthep were responsible, Khun Tarit might have found time in his busy schedule, to set out his evidence to the parliamentary-committee ! wink.png

I fail to see what either yours or Buccholz's posts have to do with the OP.

No doubt Tarit is politically influenced, but it was the opposite when the opposition were in power, but it should not be like that.

Although the timing of raising this issue is questionable, at least it is out in the open now- i doubt a 'little'corruption scandal like this will effect the way people vote anyway. I am not sure why it would particularly be brought up to muddy the Democrat candidate, with the police involved it probably muddies the PTP candidate more.

What a load of crock! The 'solid' evidence doesn't exist and it will never be shown in public. This announcement is just a cynical ploy to affect this Sunday's election.

The PTP and their DSI flunky Tarit are the lowest form of pond scum.

This is the second time around for these allegations by Tarit.

Maybe 10 - 14 days ago Abhisit spoke on this subject and explained and Tharit withdrew.

Elections coming soon, how opportune to trot it all out again to make the dems look bad.

Does a major construction for a major building contract NEED a clause allowing subcontracting, when it is normal industry practice? More to the point, was there a clause prohibiting subcontracting?

This seems to be a BS play on words, for the obvious reasons.

There seems little doubt that serious investigation needs to be carried out into this project however the whole thrust of any investigation should have focused on two things:

1/ Why was the work not completed?

2/ Is the work done value for money?

If the answer to 2/ is no then where has the money gone.

Instead the whole thing appears to be a witch hunt against two people with all else disregarded.

If indeed Abhisit and Suthep did violate some cabinet resolution did that violation prevent the work being done or lead to any corruption by them?

If the answer to that is no then then its completely irrelevant.

So you're saying corruption allegations against the Democrats should be swept under the carpet because an election is coming up. How democratic!

As I understand it there were expert committees set up under the Govt before the Dems to investigate the whole projects, one of those was chaired by the now PT candidate for BKK.

These committees spent a considerable amount of time on their investigation so much in fact that a new Govt was in power before they made recommendations to the new Minister of Police who accepted the recommendations and signed off on those recommendations.

How could an incoming minister be expected to have the knowledge to overrule the considered findings of experts and legal experts at that?

And didn't the PT Govt extend the contracts twice?

If there had been something wrong with them why did they extend them?

The construction work actually started in 2011, coinciding with the transition from the Abhisit government to the Yingluck Shinawatra administration.

For almost two years after Yingluck came to power, the government turned a blind eye to the lack of progress in construction work.

Wichean's successor, Priewpan Damapong, did nothing to speed up the construction. And Deputy Prime Minister Chalerm Yoobamrung did not address the issue until a week ago.

The construction delay has been blamed on a contractual loophole, which fails to set a deadline for police to vacate their respective stations to allow the contractor to start work.

Policemen at each station see the contractor as a cash dispenser in exchange for their cooperation to make the construction site available.

Despite the obvious construction fiasco, Chalerm and Priewpan jointly pushed to extend the construction deadline three times in order to keep a lid on the matter.

With the final deadline of March 14 approaching, the Pheu Thai Party has come up with a politically expedient solution.

The solution has two prongs - make the Democrats the fall guys for the scam in order to gain political mileage and call a new round of bidding - to throw more money and try to make up for the squandered funds.

Under
Chalerm's pressure, police cancelled the contract last week paving a
way for the new bidding. The main coalition party successfully
petitioned the Department of Special Investigation to target Suthep and Abhisit for a probe.

"2013-02-07 On May 29, 2009 Patcharawat Wongsuwon, then national police chief, proposed to allow the nine regional police offices to carry out bidding contests for the project, Mr Suthep said.
However, Pol Gen Prateep Tanprasert, then acting national police chief, decided to combine all the bidding contests into one, reasoning the method would help save state funds.
Mr Suthep said he approved the proposed change and stressed to Pol Gen Prateep that old buildings must not be demolished. The bidding was completed and the construction contract was signed during the term of another national police chief, Wichean Potephosree, he said."

Clearly and obviously DPM Suthep failed to properly control the RTP whose generals were duped by dishonest construction companies, allegedly that is, all of this

Methinks Tarit has burned his bridges. With each new accusation against Abhisit & Suthep it's now: 'yawn - another one'.

What a pity Tarit isn't allowed to do what the DSI was set up to do - take on major cases too big for the police to handle. There's plenty of cases out there. e.g. the disappearance of the torturers of the Karen girl and the recent assassination of a local activist in Chachoengsao.

From what I read elsewhere Tarit is thinking of moving into politics, apparently consulting a fortune teller frequently to help him with his decisions.

Not much imagination needed to guess which party he may join in that event.

I think I read DSI said Abhisit, Suthep, appeared to have violated the resolution, in other words the DSI is not sure whether a violation has taken place, he is only surmising there's been a violation, so far, we have a bad reporting headline and a DSI who can't figure out whether he's been violated or the Police building resolution fiasco has been violated , DSI should always be sure before giving interviews , that he has all the relevant facts, thats if the reporter has reported the DSI words correctly??? coffee1.gif

Doesn't it make sense to employ one contractor to oversee the 'project and subcontractors' for uniformity purposes and then hire the subcontractors from each zone?

I guess Abhisit is guilty of using his brain again!

Nationwide?

In this country, that is ridiculous, and doomed to fail.

Under the one Contracter agreement by the Democrats,has made Tarit squeal, because not enough PTP Contracters are getting their nose in the trough.

And now he can blame the Dems for his own incompetance,for the delay in even starting the contract.

So the cabinet doesn't comply with a cabinet resolution?

Maybe being the heads of the cabinet thay can change the ruling?

Or much more likely someone below it did something they never knew about.

This country wastes cabinet time with matters that should be handled by departments,

and government entities that have to do with the items, the cabinets waste amazing

amounts of time dealing with detritus and detail that should never cross their desks at all.

But that is one way to control which way the patronage flows and is likely the only reason

this happens, besides kow tow, pass the decision upward thinking, endemic in the Thai culture

Still this is 'announcement' just more of thecontinuing witch hunt against A and S,

spearheaded with regularly public stated and politically damaging innuendo

by none other than DSI Chief Tari. Thaksin must have him VERY, VERY, deep

in a pocket, because he doesn't seem to do ANYTHING else except go after A and S.

Nada, nothing, rien, diddle squat, but bee Team Thaksin's political pit bull of s___t.
