Please, could anyone advise of a photo shop in Chiang Mai that can definitely provide passport photos that meet British standards?

When I went a couple of years ago the British consulate sent me to a place just around the corner from them. They knew exactly what to do.

Leave the city via Navarat bridge and continue straight on. There's a photo shop about 100m past the bridge on the left-hand side. They know the correct sizes for UK passport photos, and I've used them in the past without problems.

You'll probably find that most photo shops will do them. Around 120 baht for a set of 10.
