"To turn on" aircon/TV/etc is the same verb as "to open": เปิด. It's also useful to know เปิดสวิตช์, where "สวิตช์" is a calque from "switch".

If you want to say, "change something to [...]er", you use ทำให้ or ทำให้มัน and then add an adjective: ทำให้มันเย็น.

In a bar, especially if people can't hear you well, I would not use a complete request phrase. A simple เสียงดัง ("loud sound") worked better for me; people understood I want it down a bit.

Not sure if this is technically correct but it is what I use and is understood.

ขอเปิดเสียงลง or ขอเปิดเสียงเบา or ขอเปิดเสียงเบาน้อย

The 1st is essentially to ask to turn down volume

The 2nd is to ask to turn the volume down softer

The 3rd same as same as the 2nd but using 'a little'

The 1st you can replace sound with 'air' but may work with the other two also. I will probably be corrected about the grammar though.
