Flying from Laos to Bangkok one way will a person have a problem with only a one way ticket, will they get a 30 day visa exempt?

Normally when flying from neighboring the airlines do not enforce the rule that requires a ticket out of the country within 30 day for a visa exempt entry. Thai immigration is not a problem.

Agreed - just check-in in Laos, no need to say anything about any lack of onward documents and you'll get on the plane. In the very unlikely event that they would ask you for onward documentation (almost certainly they won't if you are a citizen of a rich country) just mention you have onward connections (even if you don't) and that should work (or otherwise show a credit card and that will also suffice; I've only ever been quizzed once in Hong Kong and a credit card was sufficient there). However, if you are a citizen of say Vietnam, even when flying from some neighboring countries onward documentation will be checked(China is an exception; generally most foreigners departing China are not quizzed about onward flights when flying to Thailand, only Chinese citizens are).

The ticket out of Thailand when flying from a neighboring (or nearby) country is rarely enforced given you have overland crossings like the Friendship Bridge 1, which is just 20km away and where they don't ask for any onward documents when entering Thailand anyway.
