It is possible that with "Retirement Visa" they mean the non-immigrant visa category O-A. You should give them a call to find out. The fact that the web page to which you have linked indicates that with a non-immigrant visa the traveller can get permission to stay up to one year would indicate that they do issue the non-O-A visa since this visa is the only one to allow a stay of one year, but it s not easy to make much sense of that web page as it does not state the specific requirements for each visa type nor give links to these requirements.

The Royal Thai Consulate General in Sydney do issue non-immigrant O-A visas, I obtained one 2 weeks ago from them. You are correct in that the visa that they show as "Retirement" is the non-imm multi entry O-A visa.

What do you want. An OA visa (requiers financila proof, medical and etc.) or a multiple entry o-visa valid for one year?

They do not do a multiple entry O visa for being over 50. You need to get those from one of the honorary consulates (IE: Brisbane).
