It is the responsibility of the establishment to pay its staff. That's part of the cost of running a business, and it should be included in the price of the meal. What's next: The restaurant adding rent and electricity to the bill? Anyway, if it's mandatory, it's not a tip. Restaurants just want to be able to show lower prices on their menus, but if the price excludes staff compensation, then they are being deceitful. I would never eat at a restaurant that tries to guilt customers into paying its staff's salaries on top of the price of the meal.

If you're talking about restaurants it depends on the type.

Street food -- nothing

Shophouse place -- round up or 20 baht or even nothing are all normal

Middle level aircon restaurant -- 20 to 40 baht

High end restaurant -- if there's no service charge included, it's discretionary but then more but it's not based on percenta.ge.

Interesting sign. Whether or not it is real, I do not know.

If it is real, the qustion that should be asked is why the restaurant does not pay its staff the legal minimum wage.

$2.13 per hour is a mininimum in some US states only if direct tips bring total earnings up to $7.25/hr, the US federal minimum wage. I would be hesitant to dine in a restaurant that was a minimum wage shop. You get the quality of staff you pay for. Proper restaurants are paying their servers $20/hour or more. With tips, their wages are $30-$40/hour.
