Usa Citizen With Thai Wife Wanting To Adopt A Thai Child

I'm a USA citizen living in Thailand with a Thai wife and in the process of adopting a thai child. We have been gathering numerous documents to present to the proper Thai adoption authority and one of the documents thats required from my side is a criminal records documents from the US. I've been in contact with the San Jose Police Department in California and they are saying that I need a clearance letter and not a police report under my social security number. However, the clearance letter from them is stated "only good for immigration" to another country. Going around in circles and seeking assistance from anybody in the group that might have gone through this process. Thanks.

Some years ago I applied for Thai PR status, didn't get it, BTW. But, one of the requirements was a police clearance. So I sent off a request to the FBI and in a couple of months received back a "no bad record" response.

This response is not directly related to your Post and your requirements but it is something I always mention when people married to a Thai woman bring up the subject of Adoption.

It is very common in Thailand for Adoptions to take place within the extended family - a wealthy family many adopt the child of a poorer niece or other relative for example - but Adoption of the children of complete strangers whose background is uncertain is an entirely different situation and quite unusual in Thailand.

Thais in general believe that every child is born with "Sandarn" (สันดาน); in this sense "Sandarn" means the traits, attitudes and behaviour patterns inherited from the biological parents - which Thais believe simply cannot be permanently changed, much less eradicated; even if the child is brought up in entirely different Economic and Social environments to those of the biological parents the belief is that these traits will eventually emerge and bring problems for the adopting family. Where the adopted child is from within the extended family this "Sandarn" is known and can be accepted - however that is not the case when the child is from unknown parentage.

This belief leads to a situation where any behavioural problems or tantrums displayed by the child when growing up - which would normally be indulged or treated as "cute" - are seized upon as evidence of this "bad" Sandarn surfacing and met with censure or punishment. This in turn leads to a sort of self fulfilling situation as the child is driven further and further away from the adopting parents and the problems worsen.

I strongly suggest you make absolutely sure your wife is 100% happy with adopting an unknown child - she may not subscribe to this belief in "Sandarn" but it's best to make sure before it's too late.
