Yes.

Are you allowed to say "its at home, office, boss has it, or my dog ate it"?

No.

However, certain companies in certain tourist areas employ street touts that have an "agreement" with police to be able to operate. These "permissions" are granted via large sums of money paid to the police, immigration etc. Often it's the police or local politicians themselves who own these companies, thus don't need to bother with inconveniences such has getting their foreign employees work permits. Basically, it's the difference between "having a work permit" and "having permission to work."
