So far I know, a Regional Office (under ABL) that provides services to its affiliates in the region is good for 2 work permits.

However, im unsure about one thing: Is there any requirement, to have Thai personnel in a Regional Office ?

Or in other words could a regional office be handled by one or two foreigners only, who are coordinating, communicating and directing the operations of affiliates companies (distributor companies) situated in the same region (APAC) on behalf of the head office (Juristic person established under the law of a foreign country.). As per Representation Office or Regional Office requirements, those can be fulfilled, e.g. technology transfer is provided by training the local distributors in the region, some affiliates (distributors) exist since a couple of years.

Thai officials expect your office to help the economy through employment and technology knowledge transfer. So, yes, Thai employees are required as the foreign entity is expected to educate the Thai labor force through the dissemination of knowledge.
