As per Representation Office or Regional Office requirements, those can be fulfilled, e.g. technology transfer is provided by training the local distributors in the region, some affiliates (distributors) exist since a couple of years.

Thai officials expect your office to help the economy through employment and technology knowledge transfer. So, yes, Thai employees are required as the foreign entity is expected to educate the Thai labor force through the dissemination of knowledge.
