Are you filling out a paper form ( vaf1b) ? If so, then you need to do the application online, not on paper.

The application form is filled out from the applicant's point of view, so his details ( his job, income, etc ) go on the form. Your sponsorship will need to form part of the documentation and explanation that goes with the application.

If you intend to submit a family visit visa application ( which currently attracts the right of appeal) then be aware that the UKBA ( now the UKVI) are talking about ending the family visit appeal rights ( and, therefore, the family visit visa application route, I guess ), possibly from the 25th of this month ( next Tuesday). We haven't heard if it will definitely be happening next week, but be aware.

Just seen about the family visa refusal is it still best to go this way or as a general visa either though his mum is here in a settlement visa

Regarding the financial part it says that dependent children parents should complete but I am only a stepfather no legal duty ?

Firstly, you can still make the application as a family visit, but there is no longer any full right of appeal if the visa is refused. This raises an interesting point - there will still be a right of appeal on human rights grounds, and some might argue that a child wanting to visit his mother has the right to do so ( family life) under the ECHR. UKBA would have to give the applicant a full right of appeal, and the point ( that he had the right to visit his mother on human rights grounds) would then be argued at appeal.

Secondly, for the purposes of the Immigration Act a step-father is a parent.
