I just got my tourist visa in Penang. I'm surprise of how easy it is. Im originally from Penang so instead of using an agent I went to the Thai consulate myself. Make sure you arrive at the consulate before 12pm to hand in all the documents in order to get it back the next day at 2pm.

For those taking Airasia, you can take the earliest flight and straight to the consulate after arriving Penang and take the latest flight back the next day. In this case you only have to stay in Penang for 1 night.

For tourist visa you only need your passport, filled form (get it at the guard house at the thai consulate after registering), 2 passport size photos and the fees, which is;

Transit visa RM 80 per entry

Tourist visa RM 100 per entry

Non Immigrant RM 200 per entry (3 months)

Non Immigrant RM 500 multiple entry (1 year)

Citizens of Malaysia, Singapore, Tunisia and Republic of Korea are exempted from ALL visa fees.

Penang is a good consulate and a pleasant place, but it is a bit risky to take the early air asia flight and make the window by noon. I have done that, but would not recommend it nor do it again. While the flight leaves nice and early, you lose an hour due to the time zone. The real problem is air asia has a terrible time getting their planes leaving on time and you don't have much to spare, but as it is the first flight out it isn't as vulnerable to added delays due to late arriving planes. I think it is far more pleasant to just fly in the night before without any time pressure.

I'd still use agents. For all the extra it costs. You will pay that in taxis anyway. Best get to Chulia and get the agent to do the running around.IMO. Also you will not have any problems regarding the visa you are applying for. Just my opinion of course and everyone can do it either way they want.
