I am on a 15-day visa on arrival (stamp) in Thailand right now. Can I go to immigration and extend this for 30 days or do I have to leave the country for an extension? Thank you very much!!

You can not extend - although you could apply and get 7 extra days to leave. You would have to make an airport entry to obtain 30 days it seems as land entry will only be another 15 day visa exempt entry. If you are really on a visa on arrival (only available to short list of countries and costs money) and paid for that at entry point you also have to be sure to use such an entry point - but you say "stamp" so suspect you actually have visa exempt 15 day land entry.

The longest extension you can get is 7 days to leave the country after they deny your extension application.

Do you have a visa on arrival you paid 1000 baht for when you entered the country or a 15 day visa exempt entry from a border crossing?

15 day visa exempt entry from a border crossing... so my only options are to go to chaeng wattana for 7 days or do a visa run I guess?

That is the only choices you have other than making a trip for a 60 day tourist visa at any nearby Thai embassy or consulate.
