A few years ago I think some big post offices were selling them. Its a type of credit, that you load for your mobile number with the first call. Repeated calls are simply done by dialing their access number and then your destination number. Different from other types of PIN systems, where you have to enter the PIN each time before calling. http://www.easycard.in.th/index.php/en/How-to-use Be aware that the acess number is a Bangkok fixed line.
