Just to report that I got the above using:

The Guy I spoke to (Mr Keo?) spoke very good English and did everything he promised to do, in the time that he promised, including returning all calls etc.

The passport was ready 1 hour before the time he suggested and the cost was US$50 all in. Unfortunately, he was un-able to offer a 1 day service at that time, but said that sometimes this is possible, dependent on the Embassy. I asked around and nobody was offering me a 1 day turnaround at that time.

I chose Phnom Penh, regardless of various reported problems, because I was meeting friends there, and I chose this agent because of other recommendations on Thaivisa.com.

Otherwise, what a great place - I love it!
