You can't get a tourist visa in Thailand, you have to go to a neighbouring

country and visit a Thai Consulate or Embassy to get one.

Or,

Leave and re enter by air and you'll get 30 days visa on arrival as you did before.

Actually he does not have visa on arrival - he has 30 day visa exempt entry which is an entirely different thing with no charge involved (VOA is 15 days and a normal tourist visa charge and only available to a small list of countries that are undeserved by Thai Consulates). So he can get 15 days visa exempt on a land entry or another 30 days by air entry or apply for a tourist visa for a 60 day entry that can be extended another 30. If going for a tourist visa (which would give a bit more time to find employment) Penang or KL might be better choice than Singapore as normally cheaper to say overnight and can be done by land travel if you wish.
