I have seen no reports about Cebu. You could contact them or just try for one.

I just gave them a call, was told I need flight in and out, hotel resversatioin and if u had been in Thailand six months before they will not even give, told me to go to Manila. I also heard Manila was very tough. He ask my nationality, but even though I told him I was American nothing changed so not sure on his point for asking.

You could probably get a single entry in Manila but they have been reported as not being friendly.
