PRACHUAB KIRI KHAN: -- A disgraced former police officer had kidnapped a woman who filed rape charge against him, and later shot her and subsequently himself to death after engaging in a high-speed pursuit with the police.

A 14 year old boy was also killed during the cars chase.

The police were first alerted by the family of Ms. Supawadee Sukjaras, 58, who told the officers she had been ambushed and kidnapped by Mr. Somboon Nooraksa who had been lurking in front of her house.

Ms. Supawadee, a teacher, had previously accused Mr. Somboon, who was serving as a Police Sergeant at the time, of raping her. The Criminal Court had found the suspect guilty as charged, and he was subsequently given a dishonourable discharge from the ranks by the police force.

Mr. Somboon contested the charge, but the Appeals Court affirmed the lower court′s ruling. The case was being deliberated by the Supreme Court, Ms. Supawadee′s family said, when the defendant tried to negotiate with Ms. Supawadee to have her withdraw the charge, but the woman refused to do so.

After receiving the call from Ms. Supawadee′s family, the police attempted to intercept Mr. Somboon. However, Mr. Somboon managed to elude the officers by switching his license plate; the police believed he was listening to the police radio frequency to keep track with the officers′ operation.

With the police hot on his trail, Mr. Somboon drove through many Districts before he ended up crashing into a 14 year old boy who was riding his motorcycle in Prachuab Kiri Khan Province. The boy died at the scene, while Mr. Somboon′s car was badly damaged.

Sensing that the chase was now over, Mr. Somboon then shot Ms. Supawadee in her forehead and her chest before turning the gun on himself, according to witnesses.

Mr. Somboon died of the gunshot wound on the way to hospital.

Pol.Col. Witipoj Pojanakom, commander of Bang Saphan District in the province, said Mr. Somboon would still be charged posthumously with murders per Thai laws.

Though the time frame for the court judgements isn't clear it appears that, yet again, someone convicted of a serious crime was still walking the streets because he was able to exploit the appeals process here.

It's almost a surprise to see he was an ex-BIB, with a track record like his he could almost have still been a serving member and a senior one at that.

When it comes down to having anything involving justice and the police, your expectations should be very low. The police are only for show. There only official duty is to have a traffic stop to take money from people not wearing helmets or no motorbike driving license. They mostly do this on Thursday so that they will have money for the weekend. You will be very surprised to find any thai citizen that has respect for the police, and nobody in Thailand expects the justice system to be fair and impartial. Justice = MONEY

Ms. Supawadee and the boy have been murdered twice, once by the police officer and once by the system.

He gets fired!

If this type of inaction were the exception, there might be hope. But this is a repeat of so many failures in the RTP and the legal system that it is accepted as the norm. With few2 exceptions, this is what the public has been conditioned to accept, from their earliest exposure to authority.

Not sure why the police are getting so much stick about this incident - it seems this is one of the few times they have acted properly and booted him out after the first crime.

According to the OP he was found guilty in the previous rape case as well so not the police that let him loose.

An absolute disgrace and tragedy. Yes, the whole Thai law enforcement system needs a good shake up and needs to be dragged into the current day and age. Just as in any police force though, there are the good and there are the bad. That will never change, it is just that in the western world, the bad cops are better liars, and are better at laying low. In as far as the crime tarnishing Thailand and its reputation as some posters choose to believe, its time to read the world news. We tend to focus on the news flow from Thailand because that I where our interests lay, but if you trolled the news from the USA, Europe, and so on, you would see just as many shocking crimes, with just as much frequency, although not reported in the Thai Style of brutal honesty. Aren't we glad we don't live in Kenya, or near one of the schools or shopping malls in the states where mass murder is committed on a far to frequent basis. Thailand is a nation growing, just as the world is growing, and due to the news being reported the instant it happens via the internet, we somehow forget yesterdays story of death and mayhem, because the world today quickly offers another one up. Unfortunately the world as a whole is falling apart around us, and Thailand will not be spared, although in as far as contribution to crime as a whole, Thailand is still way behind some of our more developed members of the planet. There is shocking crime in all corners.

Left a month ago, after 18 years. So far, probably the best decision I have ever taken particularly considering I have 2 kids that need schooling.

I'll trawl the UK news today to see if I can find a story of quite such willful negligence and corruption leading to a tragedy like this.

Naturally I agree with all of the above posts- absolutely shocking behavior on the part of the ex-policeman, and the justice system in general.

What sticks out to me in the post is the 14 year old boy. Of course he was innocent in this ordeal, but at 14 he would not have had a license and would have been riding on the road illegally.

Sometimes, Thai people are just as bad as the cops. If his parents had cared about the law, they would still have a son.
