Sorry to say that he may not really know what he is dealing with. As long as there is water cathment area then flood risk is always non zero. It doesn't really matter how low the dam level is kept.

The one-in-10000 years flood return for Sirket or Bhumibol dam, if it strikes can fill 50% of the dam storage in less than 4 days. If such scenario becomes real major flood the size of the 2011 flood is the least thing that you want to pray for.

To me what he says has no significant important. What he doesn't say that worrying....

No seriously.....they should just tell Plodprasop not to say anything at all......or move him to TAT spokesman.

He is more ridiculous than Chalerm, but maybe more dangerous.

Thank the spirits/ghosts that basic physics is not taught in most Thai schools.

Mr. Plodprasob seems to be taking the place of Mr. Chalerm as Thailand's resident expert-on-all-things and all around big-mouth. Unless he can predict the weather, he has no business telling anyone what the flood situation will be. A couple of typhoons in a row could flood Thailand worse than two years ago. This guy never has a doubt about his abilities and his always 'authoritive' statements make him a 'loose cannon'. I can't believe I'm writing this, but I'm starting to miss Mr. Chalerm.

No shortage of government apologists here that would.

We'll have to see if they have the gumption to even take this one on.
