As long as there is water cathment area then flood risk is always non zero. It doesn't really matter how low the dam level is kept. The one-in-10000 years flood return for Sirket or Bhumibol dam, if it strikes can fill 50% of the dam storage in less than 4 days. If such scenario becomes real major flood the size of the 2011 flood is the least thing that you want to pray for. To me what he says has no significant important. Unless he can predict the weather, he has no business telling anyone what the flood situation will be. A couple of typhoons in a row could flood Thailand worse than two years ago. This guy never has a doubt about his abilities and his always 'authoritive' statements make him a 'loose cannon'. I can't believe I'm writing this, but I'm starting to miss Mr. Chalerm.
