Every resource available needs to be devoted to an immediate restoration of this paradise on Earth. I trust you are joking? I hope not, though perhaps being sarcastic. Anyway, Pattaya was indeed the greatest city in Thailand ( IMO ) till they ruined it with horrid shopping malls and the tourist families came. It is now the meeting place for the "dregs of society." Just horrible compared to 10 years ago. You must have been in a different "Pattaya" 10 years ago from the one I know.
