I just check documents requirement. They require a copy of work permit and Letter approval from Labour Dept in Thailand.
But we just open a new company in Bangkok. My farang friend still not have any work permit.

There has been reports that KL does not do B visas anymore.

It is not work permit and letter. It is work permit or letter of approval. The letter of approval is all that is needed to get the B visa.

Suggest use another location to get the visa. Such as Penang or Laos.

Your friend/friend's employer needs to succesfully file a WP1 or WP3 Work Permit application. When the application is successfully filed, then a WP 3 receipt will be issued (A5 Sized slip of paper) which can be used with the other required papers to file an application for a Single Entry 90 day non immigrant 'B' visa. If the Thai consular facillity you apply at requires the Letter of Approval from Labour, this takes a while after the WP application is accepted as the head of dept at Labour will probably want to sign in.

Enter Thailand with the single your non 'B' get a 90 day non 'b' stamp in you passport then you can use that to pick up the WP and start work.
