You can try odesk but I think your budget is far too low to get anyone decent, no matter where they are nor how complex the site. Odesk would be the place to start looking.

and than it will be someone fill in the content into a pre-made design and everything that is not pre-made will be full of mistakes.

Sure there are excellent companies, but sure there are also very bad one.

hire someone else is just saving time. the safest but the slowest way is me building it on my own

You get what you pay for.... could probably find it but not a good job and certainly template not custom made.

$500 or 15000 baht might get a decent job that is actually what you are after. I do both sites and apps for this price but it is the bottom end of the pricing.
