Processing "cardholder not present" transactions

In London we had a system whereby customer could call to give their card details and then we could select "cardholder not present" on the POS machine and enter their card details to process the payment.

According to all the banks here (via my wife's translation) this is impossible in Thailand, but I'm sure some businesses (for example hotels) absolutely must have this option.

Does anyone have any experience with this in Thailand?.... ideally would like to know what is the process (and how long does it take) to get approval from the bank / card processor to have this option...
