What do you mean 'only for locals'? Is there a sign saying '19 baht - locals only'? Or are you referring to the special offers/end-of-line discounts that the check-out staff sometimes offer you for goods stacked behind the till? In that case, you need to learn Thai and then you too can be a local :)
