Passing immigration to exit the country will not be the issue, checking in, provided a visa is required for the destination, will be.

Indeed; when someone leaves any country all immigration are really concerned about is whether they have overstayed or otherwise been in the country illegally.

However, airlines are subject to large fines if they knowingly carry a passenger who does not meet the entry requirements for their destination. Therefore if a passenger does require a visa but doesn't have one then the airline wont carry them.
