BANGKOK, Jan 10 – An attempt to spend Bt55 billon from the a state bank’s liquidity fund to finance the government’s highly-criticised rice pledging scheme was strongly objected to by the bank’s labour union.

In an official statement released yesterday, the labour union of the Bank of Agriculture and Agricultural Cooperatives (BAAC) said it opposed a resolution of the BAAC board of directors to spend the amount of money to buy rice from farmers in the 2013/14 harvest.

The labour union also warned the BAAC against using deposits for the same purpose, saying that the bank needs financial reserves for its routine operations and banking business.

It said the BAAC has so far allocated Bt90 billion under the allowed framework at Bt500 billion for the rice pledging scheme and additional spending for the government’s project will negatively impact client confidence.

Since this is a caretaker government, an approval to spend the huge amount of money must be given by the Election Commission, the BAAC labour union said in the statement.

The labour union said the government should delay payment for farmers’ promissory notes, or grant a maximum payment of Bt50,000 to each farmer in emergency cases.

It called on the government to suspend the rice subsidy project and, instead, issue measures to help farmers in boost their agricultural productivity. (MCOT online news)

You don't think they might just be worried about their jobs?

If the bank becomes insolvent, all of these people will be unemployed.

I would expect any labour union in any country to come out if it appeared someone was putting the jobs at risk. That is what labour unions are for.

This stream of daily news stories on the continued plundering of government agencies to bolster a desperate need for cash to remain in power actually passed a breaking point weeks ago. The question is not if the Yingluck administration will survive. The question is which particular scandal will bring it down. This could very well be it. The daily public news articles on this subject also make it very, very difficult for the EC to publicly sanction the payments. It seems inconceivable that they would do so, because - as this is already in the court system - the EC itself has to keep its hands clean, and this goes so well into the territory of campaign spending it's not even funny. A delay until after the election seems most probable. Of course, with the rice farmers in subsequent revolt, it makes it even clearer for Pheu Thai - it has all come to roost.

I would expect any labour union in any country to come out if it appeared someone was putting the jobs at risk. That is what labour unions are for.

Not to mention that a lot of the staff might have money invested in the bank in shape or form. If things start to look shaky and there is a rush on withdrawls, the outcome would be very bad indeed.

Seems the protestors are correct - they aren't a caretaker you can trust to have a free and fair election.

It woul.d appear the labor union and the BAAC are in agreement as to not paying the farmers. The Ag bank just yesterday made their position clear, again.

The bank did reveal that it cost the government 90 billion per year for adminstration/upkeep of the program for 2011 and 2012, thus another 180 billion has been squandered. The Rice program alone may be able to account for criminal charges for several Ministeries, add vote card use fraud, school tablet fisco, etc and the judical system may be able to eliminate a huge portion of the setting government.

I can see it now, billboards around the world: "Thailand requires foreign labor to do the grunt work and run the government."

some Buddhist groups

all in the pocket of the mysterious elites no one can name. They must have deep pockets. Now they could even buy the Singha daughter who holds 10 % of the Singha shares.

But with all the deep pockets they could not buy the elections or a few MPs?

Look at it from the bright side. If the bank is bust, they need the government even more. Hence, more power to the Shins.

A point being raised and from inside knowledge is that the bank is under pressure to finance this sham, regardless of who ,what or where the source is from, they have come out and told it how it is , make your own minds up who might be right, in this case my money is on the whistle blowers.clap2.gif

Yes but don't use the deposits of the farmers to fund it; wasn't that what this tread was all about......not running the capital of the bank down so it has to be bailed out which is what PTP seem to be advocating.

Yes who's fault was it?? The farmers had to be paid before this goverment problem and that was not done! So blame the right people!

Then tourists stop coming and many thousands of other people suffer from the lost income. If the diesel price goes up then the farmers have to pay more for it too costs of food go up for both production and transportation costs, everybody in the country suffers. . Neither is a good option, try again

The reds could easily piss off a large number of their voters if they don't pay, and pay on time !

When a Parliament is dissolved the finance minister of the government should make provision for all funds that must be disbursed before the time a new Government can be formed.

It is very obvious that this was not done therefore the sole responsibility for the plight the caretaker Govt now finds itself in rests with whoever was finance minister in the PT Govt.

None other than the minister of white lies himself, this time a white lie will not be enough.

The farmers want their money, money that some have been waiting up to 5 months for, long before any protests started.

You may like to note that there were never any such problems when the previous Govt was dissolved to hold elections, but then they had a finance minister who understood finance.
