Can a friend get the permit for me, (like doing a 90 day address report), if I give him passport/form/money/photo copies etc.?

You must apply for the re-entry permit where you applied for your extension in person you cannot designate somebody to do it for you.

It is also possible to get a re-entry permit at both Bangkok airports 24/7 on departure from the country.

Thanks, so the re-entry permit office is manned 24hrs.

That saves a 460 km round road trip to my immigration office.

Perhaps will have to considerer getting a single re-entry permit every time I do my extension run.

+1 phutoie2, at 450km round trip a single is a wise investment even if you don't use it.
