BANGKOK, 7 Feb 2014, (NNT) - Prime Minister and Defense Minister Yingluck Shinawatra has claimed that the dissolution of the parliament has disrupted the government's plan to pay farmers for the rice pledged.

According to the Premier, the government and related agencies have been looking for the best approach to making the payment, urging the public to understand that, as a caretaker government, its power is limited. She said she hoped all related parties would understand the hardship of rice farmers, adding that the government would do its best to ensure their income and reduce their debts.

The Finance Ministry has been actively seeking loans from financial institutions to fund the rice mortgage scheme, said the Premier, asking farmers to be patient.

As for reporters’ claims that the rice pledging scheme was a failed program on account of the government’s inability to pay, Ms. Yingluck brushed aside the claim, saying that the House dissolution is the main reason behind the payment delay.

Whether or not to scrap the rice mortgage scheme will be up to the next administration's decision, she said.

Why dont the reportera counter her commenta with the facts that this money went unpaid 6 months before house was dissolved. So their explanation is an excuse to place blame elsewhere.

If these important questions were asked then YL could not hide behind the lies. I think the SOE with its censoring of news making it easy for YL to keep the public thinking it is every one elses fault except hers

Well, she's partially correct. The problems inside her government are making it difficult to secure a loan. But, when was a loan ever part of the rice-pledging scheme? It wasn't supposed to work that way. And, even when it was obvious the whole program was underwater, she didn't lift a finger to seek funding until the farmers began their protests. Yingluck, go secure a loan from big brother, if this is such a credit-worthy project.

What's interesting is that Yingluck is trying to use any excuse to prolong the situation. Why? For sure they don't have money to pay the farmers and cannot sell the rice, other than at a huge loss. But I still think she is trying to cover her own and the gov'ts tracks about where the 50% of the rice budget went. Clearly the banks know more as they are united in not wanting to lend the gov't money. There is a much larger scandal still to emerge. Having once met Yingluck - before she was PM, and respected her, it's all gone now, as she is openly and obviously telling scripted lies

Obviously, its 100% to her benefit if she can get the loans. Problem is that politics has put questions on the validity of lian funding which now puts the banks in a queationable position.

Why is the validity of funding not being raisef/ resolved by constitutional court so that bank get assurity and the loans can proceed?

Why didnt questions get resolved regarding the chinese providence buyer so the rice sale would proceed?

According to a report on www.settrade.com (in Thai) the farmers in the north (Chiang Mai - PTP) have received 100% of their money. Those living in areas where the Democrats have a seat are yet to be paid. Just a coincidence, of course.

Can she now be charged for lying whilst in office over this? The farmers haven't been paid for 8 months, far longer than any House Dissolution which she chose to do anyway, so effectively she is now responsible for that side of things also.
