If you will accept a cheap thai plastic equivalent of a kayak, then most large hardware stores that sell plastics, have them (eg. Water tanks)

Going south on the main road in Ubon City [upparat st] pass the rebuilt fountain then on the left [east] side of the road is a sports store before you go over the bridge. Parking at Morning market down a side road.

There are no real kayak shops in Ubon.
