The Thai Consulate in Penang is way out in the suburbs, dont recollect many hotels nearby.

It's pretty painless stay in the heart of George Town, enjoy the curry/sightseeing/shopping then taxi there to apply/collect - not expensive and IMHO much more agreeable that stopping in the middle of nowhere.

A couple months ago I stayed at a newish hotel, very clean and modern and affordable: Armenian Street Heritage Hotel. Located maybe a couple hundred meters south of Chulia.
