Republicans Block Bid for West Bank Violence Report

Republican senators blocked a Democratic effort in the US Senate aimed at forcing the Trump administration to publish a report on violence and alleged human rights abuses in the West Bank.

The resolution would have required the State Department to submit a report on violence in the West Bank involving US citizens by Israel, or to halt aid to Israel if no such report was produced. The motion to bring the measure to a vote failed 47-51.

Democratic Senator John Fetterman of Pennsylvania was the lone Democrat to vote against the resolution. Republican Senator Rand Paul of Kentucky voted in favour.

Resolution Would trigger Aid Halt Without Report

The proposal was led by Senator Chris Van Hollen, with support from Senators Tim Kaine and Bernie Sanders. Van Hollen said the measure was designed to compel transparency about killings of Americans and to address what he described as a lack of accountability.

He told the Senate that, over just over four years, nine US citizens had been killed in the West Bank by violent Israeli settlers or members of Israeli security forces, and that there had been no accountability. The resolution sought reporting that would allow lawmakers to assess those incidents and related allegations of abuses.

The resolution was introduced near the end of August, with a number of additional Democratic senators signing on at the time.

Kaine Points To Claims From US Military Personnel

Kaine spoke on the Senate floor about the scope of the violence, saying he had heard US military officials describe attacks in the West Bank involving both Israelis and Israeli security forces or reservists.

Kaine previously supported similar resolutions intended to investigate alleged human rights abuses in El Salvador and other countries that received third-country deportations. On Tuesday, he argued that the situation in the West Bank was deteriorating and said that, based on reporting from Israeli media and Israeli human rights organisations, there were public instances of attacks on Palestinian communities that had not led to accountability.

He also repeated that the United States has a relationship with Israel based on friendship, but said documentation and reporting on violence and human rights violations should form part of that relationship.

Sanders Links Gaza And West Bank Call For Accountability

Sanders introduced a comparable resolution concerning violence in Gaza in January 2024, which received 11 votes. On Tuesday, he again urged the Senate to require accountability for those responsible for violence in Gaza and the West Bank.

Sanders said the United States should not continue providing support while looking away from violence in either territory. He argued that continued funding amounted to complicity and that the country needed to move towards ending that support.

International Criticism Rises Amid Surge Of Attacks

The Senate debate took place as international criticism of “settler violence” — violence attributed to Israeli settlers in the West Bank — has increased in recent months. The criticism comes amid a reported surge in attacks.

Although the resolution did not advance, the vote underscored disagreement between Democrats and Republicans over whether reporting requirements linked to aid should be used to pressure Israel-related policy decisions.

Van Hollen and other supporters framed the initiative as a means to obtain answers and assess allegations related to violence and human rights in the West Bank, while opponents argued against advancing the measure.
