Im going to Major hollywood monday morning for a 30 day extention and my question to you is this.....

Whilst i am there can i get a letter of residency so i can get my thai driving license? or is this a totall differant department ?

Unless you are on a long term extension of stay and have made a 90 day report to Bangkok immigration you will not get a certificate of residency there.

You will have to go to your embassy to get one.

what can we say about the issue of certificates of residence in general? I have a one year extension of stay from a provincial immigration office but I don't do 90 day reports as I work outside of Thailand...is it a good bet that my immigration office will issue me a certificate of residence for car registration purposes?

I wanna avoid BKK and the embassy for this purpose if possible...

Bangkok is the only office I know of that has the 90 day report requirement.

Every immigration office will have different requirements and there are a few that don't do them at all.

What documents are required for certificate of residency from Bangkok immigration?

If you making 90 day reports to them nothing more that this form Application Form for Residence Certificate in Thailand and your passport should be needed. Plus 2 photos.

If no 90 day reports no certificate.l
