My friend is brtish works in thailand as a programmer administrator he gets 18k ~ 20k a month and im wondering why so low I work as a waiter in the uk and get in baht 64k a month. would it be better for him to work in europe than where he is now? The living cost seems about the same in thai and uk he pays 7k month on his house which I pay less than that in uk any word of advice for my mate?

The problem is that your friend is a programmer "administrator". No programmer worth his code is going to work for less than 100,000 baht a month in a place like Thailand. Your friend, on the other hand, is a programmer "administrator". The word "administrator", in Thaiglish, means the person who makes coffee for the people who actually do the real work in the office. In reality, he's lucky to be making 18k/month, but then again he can probably make a mean latte.
