PayPal nor the Thai authorities have no clue as to how you got the money in your PayPal account so there is no way that they can tax it since they don't know it is "income"

You will get a lousy exchange rate from PayPal but that is not tax but your cost for using them

Whatever the amount you are sending to your account in Thailand, it's free and without fees as long as the amount is above 5000 baht. Takes 7 days to get in to your bank account though.
