I’m in the process of changing visa type. Immigration has told me that I need to cancel my current work permit before the request for a change can be considered. When I go to the Labour Department, will they stamp the work permit as “cancelled” and give it back to me? If not, what evidence will I have to prove to Immigration that I have actually cancelled my work permit?

As for all I know, cancelling a workpermit means to return it to the labour dep. ... Can't imagine other than they'll give you a receipt, if you ask for it.

You're changing to a retirement visa, right? --- If not, I don't quite understand the situation.

The labor Dept gives you a receipt.
