Ubonjoe ,

know u are expert on these matters but i beg to differ your statement

cannot get multiple o anywhere, my consulate tells me

multiple o based on being "pensioner" and can show pension income - no problems

unless of course there is a difference between "retirement" and " pensioner" ???

Where is your consulate? The UK will only issue O-A retirement visas for multiple entry for over 50's

I was referring to this area of the world. Not worldwide.

"You can get a single entry non-o based upon retirement at any nearby embassy or consulate"

That means i get a Visa 1 year valid and no proof of money. And have to report every 90 dayz a immigration?

Ca i get at the Immigration a reentry permit?

It means you may be able to obtain a single entry "O" visa which will allow a maximum stay of 90 days !

You will NOT get a one year visa based on retirement anywhere without showing proof of money

You really don't understand what you are asking for do you. With a one year multi-entry visa, even if you could get one, you would be required to exit the country every 90 days, not report to immigration.

I can't say about Savannakhet, but Vientianne asked for money in a Thai Bank when I asked about it. I had other options, so did something else.
