I have been advised to go to Penang where I may be allowed another 90 days

I am over 60 now but do not have the funds in a Thai bank to obtain the retirement Visa

Do you have an income?

Extensions of stay based on retirement require:

800,0000 baht in a bank account in Thailand for 2 months (3 months every next extension)

OR

an income of 65,000 baht a month (certified by your embassy)

OR

a combination of money in the bank in Thailand and yearly income together totaling 800,000 baht.

If you cannot meet that, you can try to get a single non-O visa and are otherwise stuck on tourist visas.
