Minimum teaching hours

Can you tell me what the minimum number of teaching hours is to qualify for a work permit in a private school. For example, can a foreigner do administrative work 30 hours a week, but not teach student at all or only teach a couple of hours a week. Or are foreign teachers who do admin work have other special requirements? Thank you.
