You can fly bkk-KL-langkawi (no direct flights), or you can take a ferry from Satun Thailand, to Langkawi as well. Link to comment Share on other sites More sharing options...

He called back about a month ago to say that they couldn't, but were hoping to be able to do so in the future. I'm not sure what else they do/don't do there. In the time the Thai consulate has been open on Langkawi, I've yet to notice anything posted here as to TV members being successful/unsuccessful obtaining visas there.
